The State Department of Education submitted its State Performance Plan (SPP) to the U.S. Department of Education on the implementation of the Individuals with Disabilities Education Improvement Act (IDEA). In accordance with IDEA, each state must have in place a performance plan that evaluates the state’s efforts to implement the requirements.
The SPP is a six-year plan that describes 20 indicators for special education. It was developed by parents, school district personnel, and state representatives. Targets for each year and improvement activities are contained in the SPP. An annual performance report (APR) of SPP activities is due to the U.S. Department of Education each year. Additionally, the state shall report annually to the public on the performance of each local educational agency or district (LEA) located in the state on the targets in the SPP.
Following each performance indicator, there is a link to the state’s performance plan (SPP) and a link to the state’s current report on its annual performance (APR) towards those goals.
After looking at the indicators, we encourage you to call your local district’s administration to learn more and discuss what activities your school has undertaken to address these key performance indicators.
Summary of Indicators for the SPP:
1. Graduation
- Percent of youth with IEPs graduating from high school with a regular diploma compared to percent of all youth in the state graduating with a regular diploma

2. Dropouts
- Percent of youth with IEPs dropping out of high school compared to percent of all youth in the state dropping out of high school.

3. Participation
and Performance on Statewide Assessments - Participation and performance of children with disabilities on statewide assessments.

4. Suspension
and Expulsion - Rates of suspension and expulsion.

5. Removal From Regular Class - Percent of children, aged 6 through 21, with IEPs:
A) removed from regular class less than 21% of the day;
B) removed from regular classes greater than 60% of the day; or
C) served in public or private separate schools, residential placements, or
homebound or hospital placements.

6. Preschool
Settings - Percent of preschool children with IEPs who received special education and related services in settings with typically developing peers.

Social, Knowledge, and Behavior Skills - Percent of preschool children with IEPs who demonstrate improved positive social-emotional skills, acquisition and use of knowledge
skills, and use of appropriate behaviors to meet their needs.

Involvement - Percent of parents with a child receiving special education services who report that schools facilitated parent involvement as a means of improving services and
results for children with disabilities.

education and related services that is the result of inappropriate identification.
